Trump's Progressive Warning Misses Europe's True Threat: Economic Decline.

Donald Trump's national security strategy presents a misguided view of Europe. The document asserts that open-border policies and what it terms "progressive" agendas pose an grave threat to European civilization. Yet, this argument is based on a serious misinterpretation of the situation. The actual challenge facing Europe is not societal but economic and technological backwardness.

The Stark Growth Divide Between Europe and the US

Statistics reveal a sobering contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. During this time, EU GDP per capita fell from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now boasts a greater average income than several leading European economies like France and Italy.

Currently, about 50% of the global 50 largest tech companies are US-based, while a mere four are from Europe.

The Technological Shortfall: A Critical Problem

This widening disparity stems from stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have grown into companies valued at more than $10bn, versus only fourteen in Europe.

This disparity raises a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe positioned? Experts widely agree it is essentially a contest between two involving the US and China, with Europe starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

A number of key factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile network for funding startups. Europe still lacks a true unified investment market, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder European business. A US startup can introduce a service under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is split among 27 different national systems, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Notable reports on EU competitiveness and the internal market highlight the necessity of major reforms.

Given appropriate policies and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

Europe retains significant strengths: skilled human capital, excellent education systems, and world-class research institutions. Alongside a large internal market and substantial household savings, these foundations could unleash a surge of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically increase productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been steady. However, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
